I was reading about ponds and came across a site that recommended buying an above ground pool and stocking that instead since its cheaper. Would this really be healthy for them? With a powerful pump of course

Any container that is an appropriate size with good filtration can house fish. It's mostly a matter of preference. Some above ground pools are small , so you have to make sure the water volume is adequate enough so that it doesn't overheat during the summer, if it's in direct sunlight.

A pond in the first place should be situated as such as it is in the shade most of the day, but this is still something to look after since even after a few hours in the sun, most smaller containers get really warm.
But yes, like answered already, anything is fine as long as it's big and has good filtration.

I was thinking like a 16ft diameter 4 ft depth pool. Its HUGE for a pond. But I am also putting turtles in it if I decide to get it so It'll need to be in the sun some. And huge filter is a Must .... Maybe two?

In a bigger tank/pond I'd say it's pretty good to have two filters on each side. It'll make the water flow easier
