I always do it once a week at the same time as changing the water, because the nitrates "hiding" in the gravel won't be removed otherwise. Not to mention that changing the water every 3 weeks and as little as you do, is going to give you a build up of nitrates. So ALWAYS change at least 50%. If you test the water before the water changes and notice high nitrates or any other faults with the water parameters, change 70%. (But  that shouldn't even happen if you'd be changing half  the water every 1-2 weeks)

What do you mean by "change every 2 weeks" about the filter? If you're changing filter media every 2 weeks you'd better stop that, because the beneficial bacteria live there. And they will be disturbed (and even removed) if you change filter media or clean it in tap water every 2 weeks! So, when doing filter maintenance, do it at the same time as changing the water, keep a bucket of the old tank water and rinse the filter media carefully there, just to get rid of most of the dirt. Don't change filter media until the point when it will be all slimy and useless d: Unless we're talking about activated carbon which needs to be changed every week, which is a waste of money imo, as goldfish would benefit greater from more bio filter media.
