I thought he has white spot disease and got a medicine against it but didn't help.

I don't have test kit now but will get it ASAP

First of all there is this STICKY for everybody to read ....the very first thread in this section

Don't have a test kit? Get a sample of water to your pet store ASAP and then post the numerical results.

BASIC RULE: 99% of illnesses in fish come from poor waterquality. To prevent illness make sure your fishes environment is pristine.

If you could give us all this information asap we can guide you through what to do.

For now I can say this is a severe case of fin rot which needs treatment ASAP.
But before starting a treatment you should perform a 50% waterchange, adding beneficial bacteria, conditioner, pH adjust ( this one if necessary )

Adding meds to bad water creates more disaster.

You also MUST have the water tested ASAP and please post the numerical results

Would be nice if you'd answer the other remainig questions from above

Performing water changes once every 2 months is way not enough!!
especially when you don't even test your water.
Really 99% of all problems of fish are that they don't have pristine water quality.
It is much easier to prevent illness than it is to treat illness!
You should be testing you water once a week and performing water changes according to the test results!
Ammonia and nitrites should ALWAYS read zero and nitrates should be no higher than 40ppm.
Otherwise you take a real chance in your fish getting sick.
