shubunkin goldfish behavior

I have 4 shubunkins in a 1100 gal. pond. The water quality is great, the plants are thriving! I cant get these guys to feed or come to the water surface. They are very active swimming together, but always at the bottom. Ive had them for 6 weeks, they are about 2 inches in length.  I understand they eat some plant material and roots, but they dont seem to be interested in flake food at all. And they never come to the surface! Any ideas?

Try sinking pellets. I am not sure sure why they aren't eating flakes, but its worth a try.
