Sounds like a swim bladder problem or constipation.
Add aquarium salt to his water...1 TBS per every 5 gallons of watr and feed him nothing for a day or two and then give him frozen peas popped out of their skin and thawed slightly.
If this doesn't help you could try feeding him an oral antibiotic fish food.

He isn't moving alot he is just floating but if you tap on the side of the tank he will try to swim the right way. When he is just floating his gils are moving and his lips are moving. I am not sure but he is really fat and short, kinda like a ball with a tail.
he is also in a tank with 4 other fish.

Will he still eat? If he is still eating you could try a piece of epsoms salts. Drop it near him and see if he will eat it.
That will also help if your fish is constipated. Constipation puts an awful lot of pressure on the swim bladder and the fish can't control his swim movements then. Boyancy becomes an issue.
Well keep us updated. Good luck!

his fins are fine they are working and everything. now he is swimming upside down and backwards!! i think he is crazy. he is trying to swim right but he finally gets the right way and then rolls over and floats up to the top.

it sounds like somethings up with his swim bladder, so you might want to stop feeding him for a few days, then feed peas. see if that clears him up.

swim bladder Goldfish with is problem have a floating problem either they are sinkers or floaters. The Fancy goldfish in general seem to have this problem. High levels of nitrates, not soaking there food and bad water quality can cause this problem.
its small stomach swells and puts pressure on the swim bladder hence the strange behavior. Or if your goldfish is constipated its digestive tract is clogged up, and again putting pressure on this important buoyancy organ.
