Black Moor with severe fin rot!!! Tried everything! Please help!

When you need help, please provide detailed information:

1. How big is your tank:  Gal / litres :30 gal.

2. For how long has the tank been set up:3 months

3. How many fish:2

4. What kinf of fish:black moor

5. What are the water parameters:    Ammonia.........ppm
                                                            Temp...............degrees Celsius / Fahrenheit

6. How often do you perform water changes:weekly

7. How big are your waterchanges:      .....................%25

8. What kind of waterconditioner are you using:API

9. Do you add beneficial bacteria:

10. Symptoms your fish is showing:

11. Since when does your fish show these symptoms:the day we bought it  

12. How is the normal behaviour of your fish:normal

13. How do the other fish behave:normal

14. Post pics of the sick fish:

15. Do you have a filter on your tank, what kind, how big (gallons per hour)yes

16. Do you provide extra aeration with an air pump and air stone/diffuser of some kind.

purchased two baby Black Moor about 3 months ago. They were both the same size & color except one of them had a slight white streak along the top of its tail fin. Within a few weeks the white on its fin became more prominent & he developed white around both his eyes & a small white patch on its side. Treated for fungus 1st to no avail. A few weeks after that the white patch on its side tripled in size, within a day, where the white patch was, it almost looked as if his scales had been rubbed off showing a bright gold underneath. Days after that it's tail fin began to rot & fray. I treated with maracyn, removed carbon from filter, he didn't get better or worse. I waited a week & then did a treatment with tetracycline. This completey healed the patch on his side that was exposed & he is now all black again with only the slight whitish gray on each side of his abdomen. His tail has continued to rot since then. He is still eating & swimming fine. As is his tank mate, but he is nearly half the size of his tank mate. They were exactly the same size when we purchased them. The tank mate is showing no signs of illness whatsoever. I do weekly h20 changes of 25%, condition the changing h20 over night, use a gravel vacuum & ammonia remover(the one time it was necessary.) I haven't removed the sickly fish from the tank at all for fear it would put more unnecessary stress on him. The water quality is fine. Is this fin rot? If so what am I doing wrong? If not what could be wrong with this fish? & how can I help him? I would post pics but can't figure out how

Don't have a test kit? Get a sample of water to your pet store ASAP and then post the numerical results.

BASIC RULE: 99% of illnesses in fish come from poor waterquality. To prevent illness make sure your fishes environment is pristine.
