Are there any laws on shipping fish??

Ok, long story short, I ordered 4 fish from a a seller on ebay. Now keep in mind these are not the first fish I have ordered and have had shipped to me, I don't like to have fish shipped to me but if I want nice healthy fish this is my only option. Yes, I do have local pet stores but unfortunately anytime my husband and I are visiting one there is always dirty tanks, sick fish, and a lot of the time dead fish in most of the tanks. So anyway back to my story, I purchased 4 fish from a seller on ebay, 1- 2in red cap oranda, 2- 2in calico ryukins, and 1- 7.5in koi. I purchased next day arrival and was under the impression that my fish would be properly packed for the journey. I was handed the box 2 days later (seller shipped the morning before) by my wonderful UPS lady and brought it in, set in on the kitchen bar and opened the box. I couldn't believe what I saw, the seller put the fish in one bag and just put the bag in the box! No packing or anything just a bag in the box, there wasn't even any air in the bag the top of the bag was laying flat on the top of the water. I then noticed the koi was on his side in the bag I noticed this was due to there not being enough water in the bag to cover the koi. I rushed to my fish tank and added a small amount of water to the bag so he was covered and could at least move around while I let the bag float in the tank so the water temp could adjust. The koi and the 2 ryukins were going to be put in our outdoor pond but I thought it wold be best to get him in our tank for now so I could see what was wrong with him. Lets just say within 10min of releasing him into the tank he was dead. I was so mad, I emailed the seller and told him what happened and that I couldn't believe how he packed these fish. He couldn't even provide the basics for these fish while they were being shipped let alone and protection for the bag while it was in the box. The next day i got an email from the seller saying he was sorry, he would give me a refund for that fish and that he was not going to add any packing to the boxes, he ships fish like that all the time even hundreds at a time in one bag. So back to my question, does anyone know of any laws on how fish should be shipped??

I noticed the forum you gave me was for South Wales do they also have info on shipping for U.S? I do have pics of the koi, I have the pic the seller was using to sell him, a pic of him at the bottom of the tank as soon as I released him from the bag (he sunk straight to the bottom), and the pic I sent the seller to let him know the fish was dead. I have talked to other people on ebay about it and they have pretty much said something along the lines "you got your money back, whats the problem?". This was a living animal that slowly suffocated on its way here due to the lack of care from the seller. His motto should be "I send then as cheap as I can, who cares It is just a fish and I already have your money!"

The lesson to be learnt here is to use only specialist retailers . The last lot of fish I ordered on-line arrived before 10 a.m. the next day ( I live in an isolated part of Wales). They were in a thick polystyrene thermal box.which was clearly labelled Contains live tropical fish-keep upright and warm. I paid MORE for delivery than I did for the fish!

I mentioned it to them and they said get in touch with the American animal welfare group that is similar to the English RSPCA and inform them and inform the postal service so they can ban and vet any parcels he sends from that address.

I would definitely take Vic's advice and get in touch with an animal welfare authority.. so sorry to hear about the koi, how are the other goldfish doing?
Just make sure you have all the evidence together, like the photo's, an invoice of the order, that kind of thing, let us know how it goes!
Also found this; (

) I know it's for importing and exporting, but they may be able to help or at least point you in the right direction of who to speak too.
These people might be worth considering contacting too (

) I believe that organisation is your equivalent of the RSPCA we have here

I really thought this was a reputable dealer, I checked him out before buying from him. He has been a seller of koi and goldfish on ebay since 06, he has a 100% feedback score with only 1 neg. feedback in the last year. I even went back to read all his feedback and NOBODY has mentioned the lack of care or packing! He has 6,712 feedback, I am truely finding it hard to believe that I am the only person that sees a problem with it. I did contact PETA a few days ago and I got a reponse from a lady there she sent me a link to USPS guidlines, so I told her my entire story and asked what I can do or who to talk to. I am going to contact the American animal welfare group also and see what I can do.

The 2 Ryukins are fine I got them out to the pond a few days after but the red cap oranda is still acting stressed. My tank is fine and my other fish are fine, it is in a 100 gal tank with 3 other fish, one 2in telescope butterlfy panda, one 2in black moor and one 2in blue oranda. They all get along great and he has now started to swim with them instead of being off on his own, he eats just fine, he just always keeps down his top fin. I will see him put it up every once in awhile when he eats but other then that he keeps it down.
