Pop eye is usually caused by a serious bacterial or tuberculosis infection behind the eye. This can be treated with achieving close to flawless water quality (=Get tests for pH, KH, nitrite, nitrate, ammonia. Correct values as necessary.) followed by a salt treatment of 0.3% strength (=1 tablespoon per gallon) which will relieve the osmotic pressure on your fish and may help his eye return to normal. An injection of Baytril may help treating this, but unless you have the experience to inject medicines into fish, go have a veterinarian do it for you.

They usually sell some kits which contain tests for the most important parameters, might be good to get since nitrite, nitrate and ammonia might be good to keep an eye on as well. Especially while treating disease!

I honestly don't know how your fish would recover from this, as I haven't actually seen this condition, only read about it. But I guess you can just treat him and wait for progress for now (:
