Our Ornamental fancy fish spends most of the tim upside down on surface of water

Me and my husband took in a Ornamental, ever since he was bought he has always floated at the top of the fish tank upside down, he eats normally, he's been like it for about a year.  The previous owner tried swim bladder.  Every once in a while he swims about the tank normally.

Swim bladder problems are often hard to cure. Once they occur , it's hard to cure it completely and it can come and go. The best way is to prevent it from happening in the first place.  Water quality and diet are often the cause of swim bladder problems.
