Ah...it looks like your fish is suffering from dropsy or sometimes it is called "pinecone" disease, because the raised scales caused by the bloat gives the fish the appearance of a pinecone.
The cause of dropsy is believed to be bacterial or viral, though poor water quality (which can lead to bacterial or viral infections), may cause dropsy too.  Check all your water conditions/chemistry in your tank!
The afflicted fish should be removed from the tank and placed in a separate hospital tank.
You can try treating with aquarium salt.  1 teaspoon to each gallon of water in the hospital tank. Treat the same amount day and night for 3-4 days.  If there is no improvement by the 4th day then continue treating by adding 1 teaspoon of salt to the tank, each day, up to the 9th day.  On the ninth day, start making partial water changes and check to see if there is any improvement.
Some experts believe that dropsy can affect a fish's organs and that there is no cure.  However, there is medicated food available.
Check with your pet store or a pet care professional, like a veterinarian for the use of medicated food.
Even tho a fish may recover from dropsy, it still may have recurring bouts of it through out its life.

That's definitely dropsy. just give him some meds, maybe some boiled and shelled peas.

And since you seem to know a lot about goldfish, you should also have figured out that most of them usually swim upright.
So NO, no matter how you turn it, the fish is floating upside down with bloated body, and it is by no means normal.
