Some fish are genetically destine to be white. You could try feeding him color enhancing food. Also, lighting can play a part in the color enhancement of fish.
As far as the scales loss is concerned, do you have him in his tank with any other goldfish? Spring is the time for spawning. Other than that if your water is high in ammonia or nitrates, this can also cause a fish to scrape himself on the gravel or rocks or ornaments in the tank. If he has a skin parasite this can also cause him to want to scrape up against objects. Check your parameters, test your water or take a sample to your nearest pet shop and have them test it for you. Then treat accordingly.
