I'm assuming that you mean US gallons ? which would be about 95 Litres
That will be fine for 2 young fancy g0oldfish , they are social fish, so best get two.Filtration sounds fine to me
However you would need to move them on to a bigger tank in time. I have two baby Ryukin in that size of tank , they are about 10/11 months old, I WILL be moving them up to a larger tank( at least 180 L ) in the new year.
The guidelines for Fancy Goldfish: 30 gallons (36 US gallons, 140 litres) for the first fish with an extra 10 gallons (12 US gallons, 45 litres) for each extra fish. The tank needs to have a minimum length of 3 feet to allow swimming room.
