... well, we had this problem with few other members already, unfortunately they didn't respond or let us know how their fishies are doing in the meantime....
Without wanting to offend anybody I must say again, as I said in other posts:
NEVER KEEP A GOLDFISH IN A BOWL

I explain why:
Goldfish are extremly "messy" this means they produce lots of waste and the water gets polluted so quick.
Goldfish grow big, they can grow up to 12 inch. This means they need MINIMUM 10 gal each. So the minimum tank size is 20 gallons, but better more.
Your fish being at the surface IS lack of oxygen. They already pollute the water in a bowl in a few hours.
It is for them now like swimming in their own sewerage.

See, in nature all fish live in a self water exchanging system. This does not happen in a bowl or a tank. The water here is stagnant. Therefore it is essential to provide excellent filtration with a filter which turns at least 3 times the volume of the tank, better 5times. Towards this good aeration with an airstone is important and of course live plants.

In those conditions your fish are kept now they are stressed and will get ill and be tortured to death. 

So basically what is required:
- a proper tank :ASAP
- filter : ASAP
- airstone and pump : ASAP
- waterconditioner ( to remove ammonia, chlorine, chloramine, heavy metals from the tap water as they are highly 
   poisonous for fish : ASAP
- plants
- testkit for water parameters ( Ammonia, Nitrite, Nitrate, pH ) I recommend the API MasterTestKit for freshwater
  ( until you can get this testkit you can take water to the petshop and they test it for you for free )

BTW, may I ask you: How have you been advised by the staff in the store when you bought the fish? Did they ask you if the tank is cycled?

Of course goldfish will gasp for air. Doesn't matter how "new" the water is. You know that they're constantly consuming oxygen, and as the water isn't constantly aerated, they're suffocating, logically. Especially in bowls, which have far smaller surface area than your average tank.

Just want to add, that what Hanna means with a "proper tank" is a tank of the correct size, so don't think that your fish will be fine in a small 5 gallon tank or something, as it was explained, goldfish are messy fish, and they grow BIG So you'll need to give them space to grow, which is usually said to be 10 gallons per fish. In other words, you've got two fish, you need a 20 or a 30 gallon for these two.

And when it comes to filtration, find something that pumps up to 10 times the tank volume, example: If you're getting a 20 gallon tank, you need a filter that pumps a minimum of 100 gph, and even better with 200 gph. But of course, choose a filter that matches your economy
