Why has my fish very droopy not swimming around tank still breathing ?

I have no idea. Lets start with the basics.How long have you had the fish? How big is your tank? How many fish in it? How long has it been set up? What is your maitinence routine (water change? how often? clean filter-how?) Do you test your water, if so, what are the parameters? Do you use water conditioner? Do you use beneficial bacteria?

Making a proper analysis of the problem does take some parameters, covered by the previous post. This could simply be a water quality problem, and likely is, so just get the water tested to make sure it is in proper range. You could try feeding the fish deskinned peas, this could help if it is a swim bladder infection.
