Fighting or Horseplay?

I have 3 goldfish small gold fish, fantail and large goldfish - I inherited when my mum passed last month.
The tank was set up and left to cycle and PH, Nitrate, Nitrite etc etc are perfect.

I saw the large goldfish was being chased about the tank by the fantail so I put more plants and hiding places which he uses and the fighting seemed to have stopped now it appears the fighting has started again - fantail is literally sticking to the side of the small goldfish and pushing him about then suddenly they both turn on the large goldfish.

Is there anyway to tell if this is playing or bullying - I kept tropical for years (Oscars / convicts / sharks) but I've never seen them as active /aggressive as these.
These three were contained in a large biorb with no hiding areas for a year so I'm unsure if the new tank might be a bit of a shock for them in terms of space.
