When to transfer from tank to pond

I have a 24L tank (yes, I know it's small). We have 3 goldfish, purchased when they were about 1.5 inches. One is a slow grower, the others are perhaps 2 inches now. The plan is to transfer them to large-ish pond when they outgrow the tank but in the meantime we are enjoying watching them in the aquarium. They seem happy enough.
How would I know when they need to transfer to the pond? Roughly how long do you think they might last in the tank before they outgrow it, or what size would they be?
