my boyfriend has a tank with goldfish and the water is continually cloudy... I suspect over feeding but is there any other problem that may be causing this?

Size of the tank, overfeeding, new tank syndrome, bacteria bloom, etc.

I had that same problem and it was caused by the pebbles then I used one of the older filter I had which sits inside the tank itself and that cleared it up fast. When it cleared up I removed the inside filter and just used the one that is running from the outside and the water remain clear since.
