The reason the goldfish you see in the shops are small , because they are just babies, a few months old at most. They can grow to be over 6 inches so you need 20 gallons for 1 goldfish and 10 gallons for each additional goldfish.
If you want to keep the 16liter tank, you can put a single betta fish there or some small tropical fish species like neon tetras. Be sure to research the adult size of any fish you intend to purchase, because a tiny baby fish you see in the shop can grow to several feet long as an adult.

Yeah I agree a betta would be great for that size tank.....maybe even two pretty female bettas, they are not aggressive and come in a large variety of colors too.

There's no such thing as a "small goldfish"
Even the smallest varieties will end up being 6 inches minimum.
You'll have to keep a small shoal of tropicals in that tank.

Fishguy...NO!!!!
No female bettas together in less than a group of five in a ten. They can be just as aggressive as the males!! Sometimes that doesn't even work out! In sororities, the aggression is spread out. So, no.

I've heard from other members that betas actually do well in a bowl, as opposed to goldfish.

Nicole in my experience yes they do fine in bowls. But I think a betta deserves 2 gallons or more Chronos lives in a 10 gallon right now.

Well, yeah they do do fine in bowls, but not two females! Two females wouldn't get along in less than a 50 gallon! One would be bullied to death...

I had 6 females in a 29 gal with neons for 2 years and they were very nonagressive. They also got larger than i knew females would get....and were in perfect breeding condition... but i was not sucessful :-( .I guess it really just depends on the fish... another idea is couple of guppies. :-)
