The tank is starting to cycle. I'm not sure why the ph is so low. I'm at a loss and aside from doing a water change and beneficial bacteria (it's scheduled for today) I'm not sure what else to do. I  I'm going through the cycling process, but I was concerned with  his fin.

Ok, if it comes and goes, I feel right now it has to do with water quality issues.
Change your water and see if that helps.
You might have to do 25% water changes every day or every other day at least to keep the ammonia down.
It's very hard on fish to go through a cycling tank and it isn't necessary to cycle a tank with fish in it.
But since you have chose to do it this way, it will be more work for you and more stress on the fish.
do you have pH up? or a simuliar product?
What is your tap water's normal pH?
Could you test it and find out?
If your tap water pH is above 7.0, your water change will help raise the pH.
Make sure to add a water condtioner to the water.

This is definitely being caused by the ammonia if you ask me. Keep up the water changes, testing your water and adding the beneficial bacteria. Once that is sorted out, it should heal on it's own, if it doesn't just treat with some melafix

However, nobody really answered the question how you know if it's fin rot That's pretty easy to see as the tissue of the fins is deteriorating, sometimes if you wait long enough with the treatment, the ragged edges of the fins will end up getting a slightly whitish look, and you can see how the tissue is breaking down, sometimes the bony rays in the fins can be destroyed, and that's the point where they may not grow back anymore. Even if the fish would survive, the fins would have a strange shape for the rest of his life.
Fin rot is usually caused by bad water quality, in other words, your fish could get it if you won't be careful with the cycling tank, test the water daily, feed them only a few small pellets/fish every day and change water whenever necessary.
It my also turn into fin rot if the fishes' fins have been damaged by others' nipping behavior, as a secondary infection as either bacterial fin rot, or a fungal infection.

Here, you see that fin rot can attack only a small part of the fins in certain cases, but it's obvious to see that it's fin rot due to the whitish, uneven edges.

This is what happens if you won't treat it in time, the fins will slowly be "eaten" and in time they'll be completely eaten away, but by then the fish is usually dead.

It can be treated really easily though, there is a ton of good anti-bacterial meds specifically for fin rot, so that's usually the way to go

That may mean my betta doesn't have fin rot!

fantailer: We did mention that some bettas simply have uneven edges on their tails because they've been bred that way
But since your fish is getting better, how about stopping the treatment already? Just in case he's really not sick, it would only be stressful for him to be treated against nothing.
