My Goldfish Is Acting Strange

(Prepare, this is a bit long)

So I decided to get 3 more fish after the other 3 of the 4 kicked the bucket. Anyway, the old fish and the 3 new ones seemed to be getting along just fine. Not in terms of  being social, but coping with living together (though the old fish seemed more distance while the new 3 are together a lot). But lately I noticed they've been acting a little strange today. 1 of them was constantly chasing the other around but there's one that I'm worried might be sick.

Today when I came home (it's night at this moment when I noticed) he's now laying on the bottom. I checked to see if he was breathing and he was at a regular pace but he didn't react to be tapping the glass near him. He then swam around near the bottom like he'd have a short burst but to a different spot. I wanted to make him move so I put in a few flakes because when he sees me he swims near the top because that means it's time to eat. But when I tried to entice him he seemed as if he couldn't care less about my presence while the other fish went for the flakes. He didn't even flinch when one fell in front of his face and I know goldfish supposed to be greedy little things. There are moments when he swims near the tank cleaner but it kinda looks like he's struggling to stay up while under it more than the other fish when I compared their swimming. I also noticed that whenever he moved the other fish would linger in that area. I then came to the conclusion that the other goldfish were bullying him and maybe they nibbled at his fins (I wasn't thinking that they were hungry because I fed them this morning and I gave them like 4 flakes to lure one of them). Then I thought maybe his fins were rotting but they look normal, healthy, and their regular color. He always swam fine but now he looks a little awkward even when doing just a simple turn. And when trying to swim upward even slightly he has this little wobble going on. It almost looks as if one side is stronger than the other.
