Thats a toughy! The only suggestion i can give is to just watch him closely. Most people will probably suggest testing your water to see whats wrong with it. Sometimes certain things to high in the water can be harmful to your fish.

Reason: as soon as the fish behaves strange  there is sth wrong with the environment they live in: the water.

A healthy environment means healthy fish, an unhealthy one means the fish get stressed and sick.

So the basic rule kepp your water quality right and you will have happy and healthy fish, also provide the proper tank size, filtration and aeration.

Have you added medicine or used a gravel vac lately it could make the fish float to take breathes of air. Or it has slight swim bladder disease and cure by giving it a defrosted, skinned pea. it should stop floating within 12 hours.

They only do when their is not enough oxygen.

I'm going to say: Test the water. You can't do anything else until that is done because it wouldn't help.
When the water's tested, and you've performed a water change as needed you can start taking care of the fish itself. their environment = Water, is an incredibly important aspect of fish health.
When this is all done, you may want to keep your fish from eating for a day or two and then feed him (and his tank mates) with only thawed, shelled peas for another few days.
If this won't work, you can go to the pharmacy and buy some Epsom salt (magnesium sulfate) and add that to a nice hospital tank where you put the affected fish.
And once the fish recovers, be sure you feed it a healthy, varied diet to avoid the same happening again

did you test the water for ammonia, nitrite, nitrate??? This is so important as most ilnesses come from poor water quality.

Get one before you do ANYTHING (I MEAN ANYTHING) else. It's the most important part of treating a fish.

Most people skip this and go straight to medicating because they can't understand how important it is to know if the fault can be repaired as easily as changing some water, and they end up killing their fish. It happens to most beginners, and I'm pretty sure I might have been one of those myself when I was dealing with the first fish.
