Epsom salts for treating swim bladder/constipation?

I have tried fasting my fish and feeding them peas a million times. never seems to work. The Nitrite, Nitrate, Ammonia, and Ph are all fine in my tank. Ive heard its possible to treat it with epsom salt... IS THIS TRUE? and if not, what other treatments are there? *other then fasting & peas* And if it is possible how would I go about doing it for my fantail goldfish?? can someone give me STEP-BY-STEP instructions???

29 gallon tank
1 fantail goldfish
Nitrite: 0
Nitrate: 0
Ammonia: 0
Ph: 7.0
Tank has been running for a year

Two of my goldfish have chronic swim bladder disorder. When I first notice symptoms I feed one pea and one pea-size bite of canned pumpkin each day for three days then I switch to home-made gel food containing acidophilus. Also my fish never eat flakes, pellets or any other processed food/grains/soy etc. Palo has not had a recurrence for several months on this regime and Crabapple has infrequents attacks lasting only a few hours. If you are interested I can instruct you on how to make the medicated food.

I usually add Epsom salts 1/4th teaspoon per gallon, pre-dissolved in a small cup of tank water. Then I feed the fish a lot of veggies, peas, squash etc and also some live foods Smiley
But it's sort of strange that the nitrates are on 0, are you sure? How often do you change the water?
