Confusing illness in my ryukin goldfish!

Ok so a little while ago I had an oranda and he was getting a tad big so I bought him a 29 gallon tank and transferred the cycled filter over. A couple days later he just sat on the bottom with fins clamped. The readings read 0ammonia 0nitrite 20 nitrate. I used API master test kit. I was baffled because he showed no signs of desease. Shortly after he died. I changed the water and replaced the mechanical media leaving the bio media and yes my cycle is still there. I waited close to 5 days and bought a ryukin goldfish. He seemed perfectly healthy until acouple days ago when he is acting like jerky movement and mostly bottom sitting with fins clamped. He still eats I have been feeding him a high quality goldfish food and now mixed some blanched peas into his diet just in case even though he is not having digestion problems. I am baffled. My ph is 8-8.2 I realize that Is high but that's a problem of its own I am dealing with but all my other fish don't mind and my oranda diddnt care and the problems did not show until moved to the new tank. It is bare bottom with a fake plant and an air stone which I turned off because it was pushing him around. I bought him and he had a few red spots one near his fin and one in his head if anybody knows information on treating that too it would help a lot. Also yes I treat my water with sechem prime to rid of the toxic elements from the tap. I have been in the hobby for some time. Thank you so much
