The little panda baby is sick I think. This is what we've been doing.

Water params are fine, he's in the 10 gallon right now. I just did a 75% water change. So we got him on sunday and started a salt treatment for ich. I did the .3 solution, raised it over 3 -12 hour intervals. He was in that for two days then I changed half the water,  and today I changed it again. I don't want to add any more salt. Do you think the salt was too high?

He's bottom sitting, breathing hard and slight pineconing with a swollen belly.

The water temp was 84 during treatment and I'm going to lower that to about 80. Would some magnesium help him? Epsom salts?

yes, kind of listless. We've beena way fora  few hours and he's the same.

at that temperature the water will be extremely oxygen depleted, turn the heater off, and if possible increase oxygenation

also salt increases the osmotic pressure

 do another water change to reduce the salinity , then lower the water level this should reduce the pressure

turn off the aquarium light to reduce stress, and do not feed him.....check his condition every few hours

A swollen belly is a sign of something internal, either parasites or a bacterial infection and from what I know Fungus clear isn't going to treat that
Anyway, I'd follow scrivens' advice with everything..

And osmotic pressure has something to do with the fish body's ability to balance the salt level within the body if I remember correctly. I haven't read about it in a while, so if anyone has a better idea of it, please correct me

The panda died in the night. So I've just cleaned the ten gallon tank out, and cleaned the filter. Right now I've got the brand new filter in next to the big filter (on the 37 gal.) to "seed" it because I think the cycle might start over on the ten gallon. I just used baking soda and a lot of hot water to wash the tank, not bleach. I've got the 4 white cloud minnows in there right now in the empty but clean tank. I'm thinking of taking some gravel from the big one to put in it to help with restarting the cycle.

We have a aqua tech filter on this ten gallon tank. Something I've noticed is that there is now a powdery white substance on the tank floor. I've seen this kind of detrius before, so where could this stuff be coming from? When I cleaned the filter I took it a part as much as I could and rinsed and scrubbed as much of the buildup that I could reach. Is it possible that there could be a build up of junk where I can't reach it to clean it out?
