What can I do to hep these poor fish?

I went to a local Mexican restaurant & upon entering  my daughter sees fish so of course we  go straight to the tank to see better.   In a 20 gallon tank  are  5  fish not counting the  big algae eater stuck to the side,  1 is a  black moor (I think)  maybe 6 inches long, a Comet  that  is at least a foot long,  2 Koi  each a foot long  & a 10-12 inch long Fantail.   OMG!!!!!    Besides the overcrowding  tank  is  a  little over half filled with water  ( I saw 3 fish that were half out of the water)  ;   Fish  cant dive as there's 2 LARGE   decos  on bottom (1  of which is sticking out of the water ),    poor things  all have  blackened eyes, what little water there is is  yucky awful cloudy,  .
This is haunting me PLEASE  tell me who to contact to  save these  pitiful guys.   I  tried employees at restaurant  but they don't understand  enough English  & when I  made gestures  like I was cleaning tank,     etc.. they shook their heads,  I said  GRANDE necessitate  & touched tank  same response plus  they gestured for me to NOT touch .OM!!     What to do what to do?   I'm  considering a little  B & E  and fish napping them to some where safe.

Maybe you get a dictionary and try to communicate with them, providing you've got a tank or pond you can put some in, they may sell them to you.

thanks Hanna. I  found my very old  Spanish/English dictionary from high school tonight & have been  trying to translate. I wondered if there wasnt some agency I could contact to  remove them from the shop for mistreatment  like  they do dogs, cats & horses.   Do you think this would be recognize as animal abuse or cruelty?   I called an animal shelter  its in another state (closest 1 to us)  & they couldn't  come here & get them or think of anyone to contact locally.  I don't have proper  "housing" for them  but  a temporary  arrangement could be made while I relocated them.  I  just want them  out of that  situation fast!   

Would it be  callous, rude or whatever  for me to just   go  back to restaurant equipped  with jugs of dechlorinated water, a 30 gallon tank (with filter,bubbler & light), test kit, bucket, large net  &  (I'd do it during slow business hours  of course )    setting up  30 g tank  & performing a water change on their 20 g removing hideous big decos & separating their fish HuhHuh  Then I'd go  there every week & perform a water change for them & make sure the fish are properly cared for.   Not  the ideal solution as I feel fish of this size are better suited for a pond environment  with  people  who love them & will take care of them like they deserve but its better than  doing nothing & living with  their likely deaths  on my conscience for  not acting on their behalf.

1. would it be safe in this emergency situation  to immediately  put 3 of the fish  into  new tank?   I'm thinking use  my  used  filter cartridge & gravel of course I wouldnt scrub tank clean  & as I  do water change on their tank  pour the buckets into  other 1  .   
2.  Is water change advisable since their 20 gal is only half full now?   I equate that to being bout a 75% water change. or  Would you just  remove decos &  finish filling up the tank???

Did you try to talk to the manager of the restaurant? He SHOULD be able to speak good English Smiley

2. Absolutely, the larger the water change the better.

Call the local animal rescue, that is animal cruelty and they may be able to communicate with them better. A person is more likely to listen to them as they are a symbol of authority than a normal person. Of course don't let that stop you from trying but I would consider calling them first Smiley

The only thing I recall from my Spanish lessons is that GRANDE NECESSITATE means sth like  BIG NEED...
Hmmm I don't know how the laws work there.... but as Nossie suggested, maybe speak to the manager and then the 2nd option according to Andrea, the animal rescue...

I would 1) try and talk to the manager and see if he speaks english well enough to communicate to you.
             2) If you can't get anywhere with him then I would call animal control....everyone has them in their area,  explain the situation and that you would be willing to foster the fish.  I would be very careful about bounding in and messing with their fish as animals are considered property and the law unforunately is on their side.  If you proceed to force the issue they could have you arrested or thrown out of the restaurant for good.  Best way to help these fish is through communication or letting the proper authorities get involved. Smiley

thanks everyone.  Hanna,  I only knew Grande was big & tried to say necessary decades ago since I had a Spanish class so my brain couldnt  pull up enough words from memory.  You know what little I remember is probably more from watching so much Dora & Diego  shows with my girls  than memory from high school LOL.
  I tried talking to every employee there  Supposedly none of them  could  comprehend English.   
Had another Failed attempt today Sad   Apparently  my translation  wasnt  good enough for them I may have lost something in the conjecture I dont know ,I'm not giving up.  I think 2 waitresses  understood enough of what I was poorly attempting to say in Spanish  1 lady had tears in her eyes  &  nodded her head at  me when I  said   Please I only want to help them & you.   
       Animal control is a no go in this county  lost their funding  so its now non existent  Sad   But  I did  place a call into the state Animal control folks  Smiley  Hopefully they'll  do something.    My  dad  also put in a call to the  local game warden  not sure what he found out  but he thought  fish = wildlife= game warden could  get them help  plus he thinks he's fluent in Spanish.  He told me to  be patient & wait a few days if nothing is done then he'll  go  to the  government officials & get them involved.

Thanks again everyone for your support.  I'm glad I'm not the only 1 who wants better for  those poor fish.

Tears are in my eyes. You are making a valiant effort, and god forbid if it doesn't work out, you have the satisfaction knowing you  helped another gentle creature.

If you are to ask the staff how they are, be polite by using usted when you say como estas. Even if they don't understand you, they will at least know they are being respectful by using the formal version of you. When you are nice to others, that carries a message.
Also try saying "usted necesita limpiar la pecera. Es muy urgente y importante."
(You need to clean the (roughly, it means fishbowl) fish tank. It is very urgent and important)
