What was the major disaster? If you add Nutrafin Cycle (or something of equal value) It puts beneficial baacteria int he tank and should work right away. It'll take some time for the tank to cycle (22L... thats 10gal. right?) So it shouldnt be that hard to cycle. Your fish should be fine.

22 liters is about 6 gallons.

For future needs, you don't have to empty the whole tank "just" because the siphon leaks a bit... I do think that it's enough if you just try collecting it again and letting the filter do the rest for a while. You could try cleaning the filter media if you do think that it's toxic. Emptying the whole setup is rather stressful for the fish. Did you at least wait 24 hours before putting him in? This is the time that the temperature needs to stabilize.
And furthermore: Buy some water tests to be certain! Get yourself some ammonia, nitrite, nitrate and pH tests. These are the basic and most important ones. Usually very easy to use, and you should test the water before every weekly water change! Or when your fish looks sick or is acting strange. It's usually only about the fish being uncomfortable in the water.

Anyway, try getting one of the cycle accelerators. It will prove very useful!

No, what I mean is, that you could've let the filter handle the debris, and then clean it in tank water. Not that the media itself was toxic or anything. But it's not like this matters anymore by now.

But then what happened? I understood it as you were gonna change the water and then the siphon leaked out debris into your tank.

Either way, I'll give you some tips about cycling!
The quickest way to get the tank cycled would be to add one of the bio filter boosters (no matter how weary you are of them) and to buy an ammonia test for now, test for ammonia daily, and change the water whenever the levels are too high. It should say on the test which levels are acceptable (: After the ammonia levels go down, you should test for nitrites (again follow the instructions about acceptable levels), which are the second most dangerous toxic to fish. Again, do water changes when they're too high. Keep an eye on the nitrate levels for a short while. And finally when these levels go down your tank should be cycled again!

But remember: NO BIG water changes! Only small ones like 10-20% at a time depending on how high the ammonia/nitrite levels are. Otherwise you might disturb the beneficial bacteria that are establishing.
