Orandas do get some small white spots on their developing headgrowth, but they look much more like pimples than any "cottony stuff". So what you should do here, is to first of all, test your water quality, especially for ammonia, nitrites and nitrates, just to be safe. Now, if it's kinda' fluffy to the look, you should buy yourself a good anti-fungal medicine and start treating asap (Potassium permanganate should be working really well.) Because this infection might spread otherwise and turn into some quite nasty stuff. So start with this, and see if there's any improvement

It's a chemical that turns purple when dissolved in water, it's usually sold in powder form, but there are lots of different concentrations available in liquid form as well. This is used for treating against flukes, fungal infections, bacterial gill disease, bacterial infections on the body and fins (it can be swabbed on wounds) and most parasites except ich.
But I think that's better avoided in your case since you're probably not used to this kind of more advanced treatment
So just go with the commercially prepared fungus medicines

It's alright
I don't think she's in much pain as of now, so not to worry! She's just tired, which is understandable when a fish is a bit sick
I'd like you to know though, that it could be good to buy some sort of universal medication in case this fungus treatment won't work. It contains all kinds of meds to deal with everything!
Parasites, bacterial infections and fungus, so remember that there's still an alternative in case this won't work

Looks to me like wen development just like my orndas get when their wen grows.
If she is sitting on the bottom it is a sign of stress and could be from a water quality issue. Have you tested the water?

DONT PUT HER TO SLEEEP!!
orandas can get this from time to time when their wen is growing. i have 7 orandas and every single one of them have had this from time to time and its always happened before their wen grows a fraction. my fish do seem a tad sleep during this period but apart from that they are perfectly healthy. hope this helps
